Now the acquisition is fine but I want to make more of the existing campaigns.

The initial campaign split is as follows:

Cold Ads - Interest targeting for Tier1, Tier2 and Tier3 countries with CBO with budget restriction at ad group level while Tier 3 gets the lowest budget and Tier 1 gets the highest.

Now that I have said that, ad set optimization is very difficult as there are 15 tier 1 countries, tier 2 at least 30, and tier 3 over 30 countries.
Also, I target multiple interests in one ad group and it is impossible to know which benefit brought you the best results.
Finally, when you break it down by countries, you won't be able to see conversions for each country due to these recent changes in iOS .

How would you structure the campaign considering that I don't have an unlimited budget to test multiple individual interest ad groups for each ad group and also above that tier 1 or tier 2 rating or not to mention country...

For example, it would be impossible for me to create ad groups like this:

Ad group - Canada -
Lollypops Advertising Group - Canada - Icecreams Group
Ad - Germany - Lollypops etc. 



What is your ultimate goal? Do you want to reduce the cost per result ? How much does your result currently cost? Moreover, it is not a matter of individual interest. It's about the goal of the campaign and what you actually want to achieve. If you lead potential customers to your website. You should put the facebook pixel on your website and test all the events based on that, try to retarget the warm audience and see if you can reduce your total ROMI ( Return on Marketing Investment) . Pro tip: If you haven't already started retargeting your custom audience , try the following.

Try to use dynamic designs: so the facebook algorithm can automatically optimize your designs.

Try to find the demographics that get the lowest cost per result:

Try to see when you're getting too expensive for each result.

Get your desired cost per result, then set up a Facebook bid cap strategy or a cost cap strategy. This way you will be able to achieve the desired goal.

The goal of the campaign is to reduce CPA and ultimately get more sales.
